Europe felt a moment of respite on Monday, as the crisis caused by the announcement of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of rocket attacks on Kyiv.
The Cycle of Negotiation and Warfare
The chain of conflicting incidents captured the bleak nature of the recent timeframe. By day, political struggles are conducted: hopeful statements are released from different nations. Immense energy is expended on containing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "peace".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is equipped to monitor missile launches from across the border, a ability provided through current data. From observation points, defense planes that had been scrambled to counter approaching aerial threats flew past – sophisticated military planes supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense thundered: several firings deployed against a Russian ballistic missile. This was a sophisticated defense system at work, probably provided by Western nations. Every launch shakes the surroundings, causing tremors. The brief panic quickly gives way to grim resignation: perhaps the hostile projectile won't hit its mark this time, sparing the city from ruin and another blackout.
Persistent Threats
Soon after, a heavy machine gun opened up on a drone in the vicinity, part of a mobile-fire group – most likely Western-made equipment. Sadly, the bullets missed the hostile drone – it continued its flight toward its objective.
Intermittently, this carried on until dawn. Kyiv faced the daybreak reports: multiple fatalities, damage and infrastructure problems in multiple buildings as a result of the night's assault. As typically, everyone still went about their day – living the war. But those entire period encapsulated Ukraine's critical military reliance on external assistance – a need that European nations are evidently unprepared to replace in the short term.
Ineffective Peace Efforts
The comprehensive proposal from American leadership sparked intense emotion, discussion and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.
Every new initiative from US leadership follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually win the battle. This pattern will, certainly, endure.
Tactical Assessments
It is convenient to criticize specific actors of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. American leadership functions according to a assumption understood by seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The US administration assumes that it is impossible to compel Moscow to relinquish the territory that it currently occupies in Ukraine's south or east.
The problem is that while accepting these circumstances, Washington does minimal to deter Moscow, through words or deeds, from thinking that the status quo will not shift further in its advantage in the months ahead.
Divergent Views
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its partners are nearing depletion. Their reason to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leadership remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing people and territory but avoiding a entire defensive failure until circumstances change in its advantage.
Current Realities
Objectively, there are no genuine requirements for a truce. Now, individual motivations are coming into play: personal goals to broker a ceasefire and secure international recognition, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any plan Kyiv finds unworkable, so that their focus does not switch to domestic problems. And although their task will now be significantly challenging after current events, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Assessment and Future
It took a only one week to kill the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, recent disclosures, all achieved their purpose.
While new plans based on old ideas are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and show certain reluctance to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, mainly require ongoing international assistance.
